SIBA Sets Out Plans for Duty Relief Reform

The Society of Independent Brewers (SIBA) has published its proposals for a reform of Small Breweries’ Relief (SBR), the system that allows smaller producers to pay less duty.

Among the proposals is a change to the shape of the relief curve for breweries making over 5,000 hl of beer per year, in order to encourage further growth. This would remove the ‘cliff edge’ that currently exists as the relief is rapidly withdrawn.

Also suggested are no withdrawal of relief for any brewer below 5,000 hl to safeguard the viability of smaller businesses that depend on SBR at current levels; an industry-led review at least every five years to ensure SBR continues to work well and promotes sustainability in the sector; the removal of exported beer from the SBR calculation to encourage export activity; and an extension of the scheme to brewers producing up to 200,000 hl, as permitted under EU law.
